Berger, Robert E.

ROBERT BERGER brings a unique perspective – that of a scientist (PhD, Johns Hopkins University, Mechanics and Materials Sciences) – to a classic document of American history. Based on his experience as the manager of the Small Business Innovation Research (SBIR) program at the U.S. Department of Energy (DOE), Dr. Berger started his own consulting business, editing scientific proposals that subsequently were submitted to federal agencies. This editing experience led to a book, The Rational Writer, A Logical Approach to Writing for Scientists, Engineers, and Anyone Else that Just Wants to be Understood, now under consideration for publication by MIT Press. Using the principles of that book, Dr. Berger applied both the rigor and the style of scientific argument to the Federalist Papers, enabling it to attain a logic that should be amenable to today’s reader. Prior to his tenure at the DOE, Dr. Berger conducted engineering research and technology assessment at the National Institute for Standards and Technology and the Office of Naval Research, taught masters-degree-level courses in Technology Management at the University of Maryland, and served as a post-doctoral Research Associate of the National Research Council.
