Strategic nuclear arms policy has been one of the most contentious important issues of our times, complicated in the 1980s by the launching of the Strategic Defense Initiative. Taking a dispassionate, analytical approach, the contributors to this book examined how the transition from offensive deterrence to defensive deterrence was achieved, and how stability was maintained during the process.
